Customs fraud uncovered at Karachi Port; Rs277m goods seized

KARACHI (Staff Report): Pakistan Customs has uncovered a major customs fraud at Karachi Port involving goods worth approximately Rs277 million destined for the Export Processing Zone (EPZ), Risalpur, with an attempted evasion of duties and taxes amounting to Rs108 million.

The fraud was detected by the Directorate General of Transit Trade, Karachi, during the physical examination of a consignment imported by M/s Blooming Buds Industries, an EPZ-registered manufacturing unit operating in Risalpur, according to a press release issued by Pakistan Customs on Wednesday.

The importer had declared the consignment as containing artificial flowers, machine parts and spray. However, physical examination revealed that the shipment actually contained load cells, perfumes and cosmetics, which were entirely different from the declared goods.

Customs officials found that the imported items were inconsistent not only with the declaration filed by the importer but also with the materials approved under the company’s EPZ licence.

M/s Blooming Buds Industries is registered with EPZ Risalpur as a manufacturer-cum-exporter of artificial flowers and plants. The company had filed Transshipment Goods Declaration (TP-GD) No. KAPS-TP-53641 on September 26, 2026, seeking transportation of the consignment from Karachi to EPZ Risalpur.

According to Pakistan Customs, the discrepancies indicate an alleged deliberate attempt to circumvent customs laws through misdeclaration of imported goods.

The total value of the goods involved in the case has been assessed at approximately Rs277 million, while the attempted evasion of customs duties and taxes is estimated at Rs108 million.

Pakistan Customs has initiated legal proceedings, while the process of registering a First Information Report (FIR) against the importer, its alleged accomplices and facilitators is underway.

Contravention proceedings have also been initiated against all individuals found involved in the case.

Pakistan Customs said it remains committed to curbing customs fraud, preventing revenue leakages and ensuring enforcement of relevant laws and regulations. Further details will be shared following completion of the investigation.
