SBP Extends Capped Card Charges at Fuel Stations, PPDA Welcomes Move

KARACHI: The State Bank of Pakistan has extended reduced payment charges at fuel stations until January 31, 2027 to promote digital transactions and Raast QR-based payments.

In a circular to all banks, MFBs, EMIs and PSPs, SBP said the Merchant Discount Rate for card-present fuel purchases will remain capped at PKR 1.00 per litre, while the Interchange Reimbursement Fee is capped at PKR 0.20 per litre. Banks have also been directed to ensure fuel stations enable Raast QR acceptance.

The decision builds on PSP&OD Circular Letter No. 01 of 2023. SBP said it will review the pricing mechanism around January 2027 based on market response.

The Pakistan Petroleum Dealers Association welcomed the extension, saying lower MDR and IRF will ease the cost burden on dealers and encourage customers to use cards and QR payments at pumps, supporting the government’s push for a cashless economy.
